Before joining the Ministry of Finance, Fabio Macorin served in Brazil’s Federal Police for 17 years. For a decade, he focused specifically on the investigation and prevention of banking and financial fraud. This experience helped shape his approach to betting regulation, particularly regarding anti-money laundering, financial monitoring, combatting the illegal market and inter-agency cooperation.

Some factions within the government, especially the Ministry of Finance, are resisting more drastic measures. The Ministry of Finance, responsible for regulating sports betting and online gaming, understands the sector’s importance to the economy. Finance Minister Dario Durigan’s difficulty lies in convincing Lula that a well-regulated activity is important for public finances. The president’s critical view of betting is on par with other candidates. Studies by the Workers’ Party (PT) indicate that three out of four Brazilians are against betting establishments. This is the president’s justification against the sector.

Kgatleng Central MP Mpho Morolong also said gambling should be understood as entertainment rather than a route to financial security.
“Gambling should be taught as entertainment rather than a way to make money,” Morolong said.
Botswana’s regulated betting market has expanded quickly following the Gambling Authority’s 2023 process to license bookmaker and totalisator operators, including online betting subject to regulatory approval.
